35th IFPA-Fletcher Conference on
National Security Strategy and Policy: Planning for and Responding to Threats to the U.S. Homeland

Final Report Now Available for Download

On October 28-29, 2004, IFPA convened the thirty-fifth IFPA-Fletcher conference on national security strategy and policy, "Planning for and Responding to Threats to the U.S. Homeland," at the Ronald Reagan Building and International Trade Center in Washington, D.C. Organized with the cosponsorship of U.S. Northern Command and the Defense Threat Reduction Agency, and with the support of the Department of Homeland Security and the Office of the Assistant Secretary of Defense for Homeland Defense, the meeting addressed homeland security and homeland defense since 9/11 and future challenges. Approximately four hundred people attended.

 

More specifically, the conference examined:
• Anticipating and assessing U.S. vulnerabilities in a changing threat environment
• Intelligence requirements for homeland defense/security
• Relating homeland defense to homeland security
• Identifying essential capabilities for layered, integrated homeland defense and homeland security
• Anticipating and defending against bioterrorism and other WMD threats
• Strengthening international cooperation
• Emerging technologies for homeland security: government and industry perspectives

 

IFPA has produced a final report summarizing and synthesizing the conference proceedings that is available here or at the conference web site, www.fletcherconference.com. Transcripts of each session and keynote addresses as well as selected presentations have been posted and are available at the conference web site.
